Monroe County District Attorney E. David Christine and Pennsylvania authorities said they heard police questioned Ahmed after he reportedly took photos of the bridge, released him and later discovered that he was on the watch list.

Christine and other authorities in the state said they were miffed, and concerned, after being notified of the incident by New Jersey State Police late Monday, hours after it happened.

"I'm disturbed that there appears no clear line of communication [from New Jersey] to the local police and myself about the situation," Christine said. "I intend to make an inquiry that it doesn't happen again."

But New Jersey State Police scrambled to correct the account that they had released someone without first knowing his name was on the terrorist watch list.

"We knew it at the time of the stop," Della Fave said. "That is one of the things that stimulated the consent search [of the vehicle]."

The FBI would not discuss specifics about the incident or confirm that Ahmed's name is on the Terrorist Screening Database, which consolidated about a dozen watch lists after the Sept. 11, 2001, attacks and increases by an average of 20,000 records per month.

FBI spokesman Bill Carter said the center that maintains the list handles about 700 "hits" a week similar to the incident Monday. He said the list "includes names and other identifying information for all known or appropriately suspected terrorists."

"That may not mean that the person is charged or wanted for a crime," he said. "They may have either ties to or are involved in terrorist-related activity."
